Professionalising water services in the rural water sub-sector of Ghana

CWSA initiated policy reforms in 2017 to transform into a public utility organisation responsible for the provision and management of small-town piped water systems. In 2021, Safe Water Network, IRC, and Water and Sanitation for the Urban Poor (WSUP) created a partnership to assist in the reform, with funding from the Conrad N. Hilton Foundation. As the project is in its final year, and the reform enters a new phase, it is crucial to listen to perspectives from people involved at all levels and from all corners of the water sector in Ghana. This booklet tells stories of change and asks the questions that still remain.
