Local services become stronger when responsibilities are clear and acted upon.

Mohamed Kané

Mohamed works at the interface between public systems and service delivery. In Mali, this means supporting communes in managing water and sanitation services, helping health facilities reduce infection risks, and assisting technical teams in turning national policies and guidance into practical action. His work focuses on bridging the gap between strategy and implementation, ensuring that plans, tools and responsibilities become workable solutions for those delivering services on the ground.

Mohamed supports the implementation of Riva’s work in Mali, with a focus on municipal water, systems strengthening, water, sanitation and hygiene in healthcare facilities, and monitoring and learning. He contributes to commune-level planning, supports the establishment and strengthening of municipal water and sanitation services, facilitates assessments and training, prepares technical inputs, and helps document progress and lessons from the field. His role centres on connecting national priorities with local implementation, helping ensure that guidance, tools and resources are applied in ways that are practical and relevant for local actors.

Trained in economics, finance and management, Mohamed brings a practical understanding of budgets, reporting and institutional organisation to the water and sanitation sector. He is comfortable working with the operational elements that often determine whether local systems perform effectively: action plans, service monitoring, municipal responsibilities, facility assessments, costing, training follow-up and coordination among technical actors. In a fragile context such as Mali, these foundations matter. Mohamed’s contribution lies in helping local institutions translate reforms into practical ways of working that can be sustained over time.
