Mr. Joseph Antwi is a retired civil servant with 30 years of experience in both decentralized and centralized budgeting and financial management for public infrastructure services, with a particular focus on water and sanitation. He has extensive expertise in establishing and managing community-based water systems and has successfully led a UNICEF-supported integrated development project in the Savelugu-Nanton District. This project involved the implementation of mechanized boreholes, community water management systems, and strategic partnerships with the Ghana Water Company, all aimed at improving access to safe drinking water and strengthening financial management at the district level.
At the national level, Mr. Antwi coordinated budgeting, fund releases, monitoring, and evaluation for water and sanitation projects under multiple ministries, including the Ministry of Sanitation and Water Resources, the Ministry of Special Development Initiatives, and the Ministry of Works and Housing. He also served on advisory committees that guided resource allocation for community water and sanitation initiatives across Ghana.
Mr. Antwi holds a Master of Science in Local Economic Development from the Institute of Local Economic Studies (2012–2014), a Master of Science in Development Policy and Planning from Kwame Nkrumah University of Science and Technology (2002–2004), and a Postgraduate Diploma in Urban Poverty, Planning, and Management from the International Institute for Housing and Urban Development (IHS), Holland (2001). He is a proud member of the Ghana Institute of Planners.
