Abubakari Wumbei

Abubakari Wumbei has spent much of his career helping leaders solve what looks like a communications problem and discovering that it isn't one. Time and again, he has found that the real challenge is not a lack of information, but a lack of alignment. People understand the same issue differently, bring different incentives to the table, and leave with different conclusions. For him, real change begins when people can see the same problem clearly enough to make better decisions and act together. 

He works with government leaders, civil society and national platforms to turn knowledge into decisions that move things forward. He helps people make sense of evidence, weigh trade-offs, and stay in the conversation long enough to take different actions. Through campaigns, learning platforms and ongoing dialogue, he connects what is known to what gets decided — so priorities are clearer, actions reinforce each other, and progress holds over time. 

What sets Abubakari apart is his sustained commitment to turning learning into lasting impact. He knows change does not come from a single message, but from people returning to the same issues, challenging each other, and adjusting what they do. He has brought together government, civil society and partners around shared challenges, helping them move from talking to doing. The result is not just clearer communication, but better decisions, stronger alignment and practical action. Because in the end, systems change when the people inside them choose to act differently. 

Experience highlights

  • Over 20 years’ experience in communications, campaigns and knowledge systems across Ghana and international development 
  • Leads communications, learning and advocacy for Riva Ghana — shaping national dialogue and supporting programme delivery 
  • Designed and delivered nationally recognised campaigns, mobilising government, non-state actors, media and partners 
  • Convened national and district learning platforms that improved coordination, accountability and shared decision-making 
  • Coordinated the Resource Centre Network Ghana, strengthening sector-wide learning and knowledge exchange systems 
  • Supported the setup of a national learning network in Sierra Leone — leading missions to assess how knowledge was used and helping establish national learning platforms and a knowledge management initiative 
  • Supported evidence use across 17 local authorities, linking lessons to policy dialogue and programme improvement to translate ideas into measurable impact
  • Led documentation of national and project experiences, producing case studies and best-practice publications that shaped policy dialogue and programme delivery in Ghana
  • MBA in Marketing from University of Ghana Business School, MA in Development Studies, specialised in rural development and decentralisation (University of Leeds, UK), originally trained in Communications (public relations, advertising and marketing) at the Ghana Institute of Journalism; and social sciences (BA, University of Ghana, Legon, Accra)
  • Associate Member, Chartered Institute of Marketing (Ghana) and Affiliate Member, Ghana Institute of Public Relations 
  • Languages: English, Nanunli/Dagbani, Hausa, Asante-Twi, Ga, and basic French
