A Practical Framework for Operations and Maintenance
The Operations and Maintenance (O&M) Framework for Rural and Small-Town Water Supply Systems in the Ahafo Region, developed by Riva Ghana in collaboration with sector stakeholders, provides practical guidance for improving the management, maintenance and sustainability of water services.
Access to safe water does not end with the construction of a borehole or piped water system. Ensuring that facilities remain functional, reliable and financially sustainable over time is equally important.
To support this goal, Riva Ghana, in collaboration with key stakeholders in the water sector, has developed the Operations and Maintenance (O&M) Framework for Rural and Small-Town Water Supply Systems in the Ahafo Region.
The framework provides practical guidance for District Assemblies, water service providers, community management structures and development partners on how to effectively operate, maintain and manage water supply systems. It seeks to address many of the challenges that continue to affect water service delivery, including delayed repairs, inadequate maintenance planning, limited technical capacity and weak financial management.
Developed through a consultative process involving the Community Water and Sanitation Agency (CWSA), the Ahafo Regional Coordinating Council, District Assemblies and other sector stakeholders, the framework establishes clear roles, responsibilities and standards for water system management across the region.
A key feature of the document is its emphasis on preventive maintenance. Rather than waiting for systems to break down before action is taken, the framework promotes regular inspection, planned maintenance and timely replacement of critical components. This approach can significantly reduce service interruptions, lower long-term costs and improve the lifespan of water infrastructure.

This Operations and Maintenance (O&M) Framework for the Ahafo Region has been developed to strengthen the management, reliability, and sustainability of rural and small-town water supply schemes. It responds to persistent challenges in system functionality, service reliability, and institutional coordination, and aligns with national policy directives from the Ministry of Works, Housing and Water Resources (MWHWR), the Community Water and Sanitation Agency (CWSA), and the Ghana Water Policy. The document guides District Assemblies, Water and Sanitation Management Teams (WSMTs), Area and Regional Water and Sanitation Directorates, and other stakeholders to ensure that water supply systems are effectively operated, maintained, and supported throughout their life cycle.
